The monograph is devoted to the organization of pilotage. The stages of the formation of pilotage went through several stages. 1st: becoming. At this stage, the pilots acted independently without regulation of their work by the state on the basis of maritime customs and an oral agreement between the pilot and the captain / owner of the vessel. 2nd. The emergence of organized pilot societies, the activities of which were regulated by the state. This does not mean that the pilots became public servants, they performed the role of “artisan” who undertook to fulfill a specific order. Pilot societies at this stage gradually turned into semi-closed professional organizations (workshops), with an elected system of self-government. Intervention in the affairs of the workshop by the (state) was of a targeted, supervisory nature. The Main Hydrographic Directorate of the Navy becomes the main control body for the activities of pilot organizations. 3rd stage. The idea of ​​reconstructing pilot societies as independent legal entities (professional organizations) is still in the air from 1917 to the mid-1920s. 4th stage.
